Governing documents for owners and renters.

On this webpage, owners and renters will find a collection of the current “Governing Documents” for the Sandy Brae Community Service Association (CSA). These documents are important since all owners or renters have agreed as a condition of buying or leasing a unit to follow the set of governing documents established for this corporation. For owners, the HOA’s governing documents are part of the sales package all realtors must provide for owners on or before the closing date when purchasing a townhome in this development. For renters, the HOA’s governing documents are part of the lease package all owners must provide to renters who lease or rent a townhome in this development.

The Sandy Brae, CSA is a legal Pennsylvania non-profit corporation, registered in Harrisburg and located in North Strabane Township.

Alterations Request Form (pre-authorization for any exterior property changes)

Important notice about alterations: To protect our investments in our homes, the owners in our Association require every owner to submit an “Alteration Request Form” to obtain authorization to make any changes to the outside of a townhouse or any changes to the private lot surrounding a townhouse. Please know that Sandy Brae owners welcome and encourage alterations designed to enhance and maintain property values. And, to help preserve the property values of all our homes in the community, Sandy Brae home owners have charged the Board of Directors with the responsibility for granting approval in writing before any work can begin. Owners can download and submit the “Alteration Request Form” below and to avoid the possibility of fines and avoid the possibility of having to reverse unauthorized changes. Finally, the Township can also require building permit authorization for some alterations, which they strictly enforce.


1. Declaration & Covenants

Collectively, the owners have the authority to amend this Declaration with the written approval and agreement of 90% of the owners.


2. Articles of Incorporation (for a Non-Profit Corporation) & Deed for Common Land Parcels


3. By-Laws 2003 (Current with amendment below)

Collectively, the owners have the authority to amend certain By-Laws with the approval of a 2/3 majority of the owners; and to amend other By-Laws with the approval of a majority of the owners.

The board, representing the owners, has the authority to amend these Rule and Regulations; however, the board usually seeks the advice of an ad hoc committee of owners before amending these Rules and Regulations.
